Legal Question in Real Estate Law in Florida

Neighbors
Our neighbor has rented his house to U of M students which happen to be musicians ( Punk Rock Band ). His renters do not put the trash into containers properly, they let it blow into everyone elses yard, they have let the appearane of the residence go down hill and play loud music at various hours. What can a concrened property (Home Owner) do ? Is there an ordinance against renting your home ? Does it become a commercial property ? what can I do? The owner just cares about collecting his rent, not the neighborhood. If you rent your home aren't you suppose to have proper parking for vechicles and guest? What are the laws/responsibilities of being a home owner and renting out your house for profit?
