Can the notary of a Florida quitclaim deed also be one of the 2 witnesses ?

Yes. A notary is notarizing the Grantor's signature on the Deed, not the witnesses. However, there are documents, such as a Will, that the Notary cannot also be a witness because they would then be notarizing their own name. That is not allowed.
