What are my options to getting my name off of a mortgage I co signed 15 years ago with my sister; who is unwilling to refiance?

None. They have no reason to let you off the hook.

Without her cooperation, you are likely out of luck. Are you on the deed as well? If so, you may have some options to force her to cooperate, by seeking a partition of the property, which is a judicial sale that will pay off the mortgage. Then you may also have the problem that the mortgage value exceeds the property value.
