Is it necessary for owner (no mortgage, we own the home free and clear), who is trying to sell his home and property, to provide for a) binder for fee title ins policy b) documentary stamps for the deed and c) recording fee for satisfaction of existing mortgage?

Seller normally pays for title search (though in some counties they pay for the owners title policy too), and documentary stamps for deed. You said there is no mortgage, so how could you pay a recording fee for a non-existent mortgage? If you had one to pay off you would pay for that too.
