The owner of the rented apartmentl has abandon the property. Can the tenant partition the court for ownership of the property.

No. Your rights as a tenant would be limited to compelling the landlord to adhere to his obligations under your lease. If you served proper notice to the landlord of a breach under the lease and were unable to get the landlord to respond, your remedy would be to file suit. Eventually, you would probably be able to terminate your lease.
