who owns the unused telephone wires in my condo complex? they were installed 19 years ago for several buildings that were never built and never will be. Does the phone company still own them or do they belong to the condo complex? We would like to use them for security cameras.

Typically the phone lines in a building are installed by a low voltage subcontractor up to the phone board. The phone company takes the wires from the phone board and connects to their service. The easiest thing to do is call your service provider and ask them at what connection point in the building do they stop servicing the wires.
