Available parking in apartment complex

I live in an aparment complex that has numerous alcoves of aparments. In the area that I live in, there are 22 parking spaces, and 11 covered parking spaces that have to be paid for, for a total of 33 parking spaces.

There are 36 apartments in the same area. This leaves less than one parking space total for each apartment, with about half of them having 2 cars, including myself.

Most of the time, there are people that park along the side of the road in front of the area, with usually 3 cars there at any given time. When I came home last night, there was a tow-away zone sign there stating that it is now a tow-away zone.

Is it legal for an apartment complex to provide less parking spaces than apartments?

It depends upon whether you rent or own and what your lease or documents say. You should speak with management. Good luck.
