Parking Restrictions

Does a Condo Association have the right to restrict parking of a renter within the boundaries of the property? Detail: Condo has garage at site, with covered parking, and roof parking. Renter directed to park on roof only, receives fine for violation. Can Condo discriminate parking outside of Handicapped, etc.? Is renter liable for fine? Does owner assume liability for violation fee if renter does not pay?
