Two Persons from One Condo Running for Two Director Positions

May two people from the same condo unit hold two positions on the board of directors? We live in a 20 unit condo and 2 people from the same unit are running for two positions on the board. And, there aren't enough interested condo owners to fill all openings. To me, it seems that their combined interest (1/2 + 1/2) in the condo association is 1/20th and therefore only one person from that unit could run for a directorship. Perhaps, only, if they owned 2 separate units would this be possible? The bylaws do not address this issue. To me, it seems unconscionable for one unit with one vote to now obtain 2 votes. In answering can you provide some legal precedent? I have been searching and searching . . .
