Legal Question in Real Estate Law in Florida

I purchased a home in a residental neighborhood and my neighbor built a steel agriculture Pole Barn next to my property. This bulding is the only building on this property. My neighborhood is middle class and once was deed restricted. I have been trying to reach the couny employee who permitted this building for 18 months now with no response. What are my legal rights? and can I file a civil sute against the county if the building permitted and built is not code?
