Purchased a home three years ago 2011, paid to have roof inspected, report states roof sound, now, 2014 roof is failing, inspector is bonded and insured, can I seek restitution?

Perhaps. Depends on what the inspection report says and provides for. Not like that it necessarily provides for roof to remain without failing for the next 3 years. I suspect you need to have report and contract with them reviewed to determine the limitations. You also will need to know what specifically is failing and whether it should have been found 3 years earlier.
