I purchased a property in 2006 i am now trying to sell and have been told there is a lien on the property from 2003 i purchased the property using a local lawyer should he have known about this lien

Yes, if you hired him to review your title insurance commitment, and the title insurance company listed this lien, your attorney should have made sure that the lien was paid from the seller's proceeds, unless there was some provision in your contract that relieved the seller from paying, and that made you responsible for the lien. I am assuming that you also hired the same attorney to review your purchase agreement, as well as the closing documents.
Check with your title policy and call the insurance company to see if you might have a claim that will pay off the lien.
