Can I quck claim deed a condo that I am the sole owner of to my sister who actually lives there? I also own the home I live in. My sister lives in the condo alone and wants to homestead it since she pays all the bills including the taxes.

There are tax consequences to any transfers of real property. Speak to an attorney and an accountant to make sure what the impact is on you. The document is called a quit claim deed, in which you transfer whatever interest you have in a property to someone else without any warranties attached to it.
