Is it legal in the state of Florida to raffle off a home?

A raffle by definition is a lottery: Money is paid for a ticket and the winner is selected by chance drawing (consideration + chance = lottery). Only state-sanctioned lotteries are legal, and the state only sanctions its official lottery and charitable lotteries on a case-by-case basis.
