Is it illegal to lock our gates/fence with a chain link and lock? An employee of the water company asked my neighbor to relay this message to me. We lock our fences therefore when they need to do the meter readings, they can't get in. This I understand and it can be resolved.

THe case may be better understood from the perspective that if there is an easement granting access rights to a utility, by locking the gates, you are denying the utility's rights under the easement. You may want to check with the county where your property is located and see if there are any recorded easements concerning your property.
