I have a second mortgage and

was assign to another party.

No one notified me of any changes.

Is that legal.

Yes. While you should have been notified about the sale of the loan, there is nothing illegal about selling or assigning a mortgage from one lender to another. In fact, if you reread the documents from the time you obtained this mortgage, it will contain a provision that it may be freely assigned by the lendor without your approval.
