Realtor Ethics and Filing Complaints?

We submitted an offer on a home with a 24hr expiration. The selling Realtor held the offer beyond the expiration, and didn't present the offer to the seller for more than 48 hours after he received it.

We have had the chance to chat with the seller. He's completely in the dark about the transaction, and it's our opinion that his realtor is not effectively explaining the sale process to his client. For example, the seller didn't know the closing meant that he needed to be moved out by that meeting.

Further - seller was supposed to replace the AC unit. The seller was uneducated about the process and did not complete the repairs until the Wed. before Fri's closing. Seller's realtor went out of town for 4 days the weekend before closing, did not check to make sure his client was prepared for closing, and did not return numerous phone calls left by both our realtor and our lender. Our realtor had to call the broker just to get answers about closing!

We just got word that closing on Friday will not happen, and will be Monday instead. We firmly believe this to be a direct result of the seller's realtor's incompetance.

Is there just cause here to file a formal complaint about this realtor? If so, who would we file it with?

If you can write a letter and have a stamp you can file a complaint. I cannot opine on whether there is just cause.
