Legal Question in Real Estate Law in Florida

Trying to rent an apartment in Florida and one complex is asking for an application fee but also a non refundable $600 administration fee? Their explanation for this was completely ridiculous and am seeking Florida law regarding maximum amount permitted for admin fees.
