Can an apartment complex force the renter to get rental insurance before signing a new lease. When one was never required before renewing the lease.

They can require anything they desire in a lease. It is your choice whether or not to agree. If you cannot reach a compromise with the complex, then you have the option to find another place to live. It is all a matter of business negotiations.
