Legal Question in Real Estate Law in Florida
I rented a vacation house via VRBO.com. I paid in full , landlord in New York . Property in Florida. Day of arrival was informed the property was not available. I have been repeatedly promised a refund , for the past 5 months. In which state do I file in small claims court$ Rental amount was $800.00 for one week.

Look at the written documents. It may provide the answer.
Absent that, if you are in NY and the landlord is in NY, then you can file in NY. If you are in Florida, and the property is in FL, then Florida.
