Renters rights on less rent payment when landlord promised amenities that haven'

We moved into a new house a month ago in Florida, and pay for amenities like our sprinkler system and jacuzzi. These two items haven't worked since the day we moved in, and were verbally promised to us on two occasions that they would be working within 2-3 weeks of move in date. It has been 4 weeks and they still haven't given us a finish date, nor have they agreed to take some payment off our rent. They state that when they do get around to fixing it that we can discuss it at that time, but until they we are still responsible to pay our full month's rent. I am afraid they might fix it but won't compensate our rent for our time in not having use of said amenities that were outlined in our lease. What are our rights/options?

Re: landlord's failure to make repairs

If a tenant sends WRITTEN notice to Landlord of needed repairs and Landlord fails to make the repairs in seven days the tenant may withhold rent or terminate the lease. The notice MUST state: 1. the repairs required, 2. the tenant's intent to withhold rent, and 3. the 7 day cure period. To prove recipt by the landlord tenant may send the notice by fax to the Landlord's publihsed fax number, with a confirmation sheet, or by certified mail, return receipt requested.
