Who replaces windows, HOA

I need to find out who replaces windows caused by Hurricaine, 1 year ago. My insurance company said they only cover contents inside and the HOA should pay, but the HOA said no you/insurance pays, WHO REALLY PAYS?

You will have to read your HOA documents. They usually do not cover glass windows
