Right of residency
Does a person have a right to a rental unit if that person is recieving mail at that unit or has a utility such as power or telephone service under thier name, but has no lease with the landlord and the actual lessee is prohibited from subleasing?

I presume your question refers to as between the landlord and subleasee, the answer is no.
