Who is responsible for leins against a house being sold by the county for unpaid back taxes at a public auction?

Whoever owns the property. The lien is against the property, unless it is for a personal debt that can and will be transferred to some other asset of the debtor. This is why title insurance is necessary when you buy a "tax sale" property.

The buyer takes the property subject to liens.
