What rights do I have as a renter , who has lived in a residence for 11 years, if the property does not have an owner? Is my rent even legal, as the person I rented from has passed away? Now his brother is getting the rent, even though he does not own the property?

Why is the brother getting the rent if he is not the owner? Did the decedent's estate go to probate? The rent should be paid into court until you have proof of ownership.
If an individual owned the property, the estate for the individual is the owner. if the brother is the only heir or the appointed heir, he may ultimately be entitled to the rental. you should discuss the issue with the brother. your status for 11 years does not give you an particular rights. your written lease agreement controls. if any, that exists.
