What are my rights as a tenant

My lease expires on June 30 and the managing agent has choosen not to renew my lease. I called and ask her if I were to move within the first 2 weeks of the move do I get prorated for the other 2 weeks and she said it depends on if they rent the apt gets rented. Can they do that. I have a standard lease.

If you leased the apartment through the end of June, and you move out early, the apartment owner does not have to prorate the rent. You agreed to pay him through that date. There are exceptions to this depending on the language of your lease, most leases have a breach provision that outlines early termination.
