Roof leaks after roofer took off the shingles

My roofer took off the shingles and put new roofing paper on the roof. A few days later we had heavy rains and had water leaked from the roof to my ceiling and walls. Does the roofer have to pay for damages.

If you have had the roof inspected to determine what he did wrong you may have a valid claim.
