roof replacement

Does a homeowners assoc have the right to contract roofers to do a new roof, without my permission, then send me the bill?I was notified by mail to contact my neighbors because the roof needed to be replaced. I do not have the funds, so I did not contact anyone nor did they try to contact me so there must be others who do not have the funds. It would be $4.500 each.

Probably yes, but the answer should be in your HOA documents.
