Satellite dishes in deed restricted communities

Our current deed restrictions were written in 1988. They call for no satellite dishes to be exposed or seen. Only installed in the attics. We are now being told that their is a federal law allowing for satellite dishes even if it it against our restrictions. Is this true? Can you give specific details of the federal law if any?

I also heard there was a Federal Law dealing with dishes. I have not read it or researched it. I believe it is in the Telecommunication section of the Statutes. Does you Community allow for Skylights? If so, then there should be no problem in being a good neighbor and still getting the best reception. 18" dishes aren't that hard to hide.
