Sell Real Estate when told I can't

Mom bought a home and paid it off, but before the lady could file the finale payment and title transfer, the lady died.She had no will and no executor of estate to handle this; she left three children and they knew Mom had paid home off. Mom is now moving and sold the home, but was told she couldn't because of this. What can she do now? So she can sell home.

You pose an interesting problem, fit for a law school exam. If any attorneys were involved, I would go first to the attorney that handled the sale of the house to you mother and second to the attorney handling the sale of the house from your mother. There may need to be a probate estate opened in the name of the deceased woman who sold the property. This should not be too terribly difficult if the surviving children of the deceased are willing to ackowledge your mother is the rightfull owner and waive any claim they might have on the property.
