selling raffle tickets to sell your home

I own a lovely 4 bed pool home in Palm Harbor Fl. I was thinking about selling raffle tickets for $25.00 each up to 14,000 tickets which = the appraised value of the house in order to sell my home also, donating 2% of the sale price to the Humane Society Is it legal to do this and if so what are the rules and stipulations??
