Selling sand

Can I sell sand from the beach to consumers as a novelty gift? Must I first own the sand or can I just go get the sand from the beach (specifically South Beach, Miami Florida)? Is there some permit that allows me to obtain the sand so I can sell it? How can I go about to sell sand?
