Legal Question in Real Estate Law in Florida

If a sewer system is installed in your neighborhood but you are still using your septic system as it is in good working order does a township have the legal right to charge you a monthly fee for the ability to tap into the system thereby raising your water bill. Does one have the right to refuse to pay the additional fee until hooking into the new system?
