Legal Question in Real Estate Law in Florida

After a short sale is closed, the bank is funded and title recorded, can a title company withhold commission checks to the realtors when there is a dispute about 2 pieces of art between the buyer and seller? The seller went to remove his personal belongings after the deal had already closed and wants a dolphin sculpture and art frame. Until the new owner responds, the seller directed title company to withold funds. Is the seller allowed to dictate where those funds are to go? In my opinion, the deal and duties of the realtors are done and the listing agent requested a list of items to exclude prior to closing without receiving that list as an addendum. The seller has no authority on telling the title company to withold funds for the realtors, right?
