Anyone can offer on a property that is available, until the seller accepts an offer IN WRITING. Even after the Seller accepts an offer, the seller can entertain other offers, unless there is restrictive language in either the listing contract or the buy/sell contract the seller accepted. Second or third offers can be accepted as "back up" offers, in the event that the first transaction falls apart.
