Stripping a Home Before Foreclosure

Owners of homes are stripping out the kitchen cabinets and appliances, air conditioning, anything removeable, before the bank forecloses on the property and locks it up.

Our HOA has no recourse since the home is still officially owned by the deadbeat.

Is this stripping illegal? The bank mortgage note generally states the loan is for the home and the original mechanicals.
