Sue due to spaying water on cat in condo - cats have to be on leash

Hi,

I live in a condo and in the condo rules it says that you are allowed to have pets but they need to be on leash. Our neighbor has two cats that go free in the condo quarters where there is a garden. They poop and pee in our flower pots in front of our door. So I told her to take her cats and put them on leash but she said �cats do not have leashes.� So one day the cat was in front of my door pooping and I sprayed water on it to make it go away and she saw me and said she is going to sue me for abusing her cat.

Questions: #1 Can her cats go free in the garden still if it says that all pets have to be leash?

#2. Can she sue me for spraying water on her cat?

1. yes, take a photo and notify your Board

2. She can, but I see little merit.
