Can you sue the weatherman for an incorrect weather prediction? What law does this fall under? If a person loses personal property during this storm, does this constitute a case?

No. There is no legitimate cause of action for you to sue a weatherman for an incorrect weather forecast.

No law. He did not personally cause it to rain or cause you to expose your personal property to the rain; he just reports on the chance of rain.
