surveyors threatened by dogs

Community College under jurisdiction of State of Florida seeks to survey property line and install fence. Area is overgrown with impenetrable foliage. Abutters have encroached over the years including fences and structures, and now are inlisting the aid of neighbors who did not encroach to fight the college. They said they will not allow surveyors access through their land and will turn the dogs on them. The area is to be turned into a nature preserve in cooperation with DERM. Can the college order a police escort or animal control to accompany surveyors? We looked at the statue which indicates surveyors have a right of entry. How does that work?

Doubt police will cooperate. If not, you may need court order.
