If a tenant had to break a lease but has continued to pay the rent although tenant is no longer occupying the apartment, can the landlord lease the same apartment to a new tenant and collect rent from both the new tenant and old tenat that broke the lease?

No. He must make reasonable efforts to re rent at the same rent. Once rented, the old tenant owes no additional rent.
