tenant deposit question

when you move out of an apartment and they keep your deposit are you entitled to see the receipts for the money they spent. we are being charged for cleaning the stove and flea control and for a water bill. do i have a right to request receipts before i pay the balance still owed?

Sure, you can request them. They may not be given to you, but you can request them. The landlord is required to give you written notice of the basis for keeping part of all of the security deposit within 30 days, if not then you have a right to seek recovery of the entire deposit, even if the landlord had a valid claim on any part of the deposit.
