Tenant rights
If a person is on disablity, and the landlord wants to evict the tenant, is the tenant entitled to a lesser rent taht his disablity would be able to pay?

On what basis should the party be entitled to a reduction in rent. A lease is a Contract between two (2) parties who enter into an agreement freely and voluntarily.
Should the landlord be entitled to cancel the lease due to a tenant becoming disabled? Of course not and neither is the tenant entitled to a reduction in rent.

The answer is no. You might want to have a chat with the landlord to learn whether he/she is agreeable to granting concessions or a reduction in rent in light of your situation, but legally the landlord is not entitled to renegotiate the terms and conditions of the lease nor agree to take less rent because of your unfortunate situation.
