Legal Question in Real Estate Law in Florida

Tenant Rights

I am renting a house with pool service and garden service. I have only been here two months and due to the heavy rains, the pool has been getting dirt in it and the pool has been unusable for about 3 weeks. Prior to that, there was a bad alge problem that I even went to the pool supply store to buy products to help the problem. The pool man comes every week and cleans it out but it may rain again that afternoon or the next day. It takes days to get the pool clean and the PH balance correctly regulated. The pool man has suggested to the owner to build a small block wall on the side where the dirt is flowing into the pool. The pool man is wait to hear from the owner who lives in Mexico. I have asked the management company to ask the manager for a rent reduction until this problem is fixed and the management company says the owner refused to reduce my rent. What can I do about this. I am paying more for this house with a usable pool than if I didn't have a pool. I should not be penalized due to the rains. Please advise me of my rights. Thank you.
