if the title to my house is in my name and my moms can she refiance it without my signature its paid off

Yes, but doubt a lender would agree.

The lender would be foolish to lend money on one owner's signature alone. That said, they can do anything they want including lend with one signator only. It would not likely be a lien on the property.
