tree on city easement causing damages

There is a swetgum tree on the city easement that has and still is causing damages to our house and driveway, is the city responsible to remove the tree and repair our property. The mayor of our city has offered to pay for an arborist to verify the damages caused by the tree if we pay to have the tree removed. A city employee has determined that the tree IS on the cities easement. Is the city responsible for the damages caused by this tree. We have lived in this house for 4 years and the tree has been here much longer than us.
