tree triming responsibility

If a homeowners association owns a tree growing on common ground and the branches grow into a homeowners property and interferes with the growth of trees on the homeowners property, whose responsibility in general (another words, not in the by-laws) is it to trim the tree......Or lets says it is two homeowners, who is responsible, homeowner tree is growing on or homeowner limb is hanging on?

The homeowner over whose property the limb is growing has the right to cut it back at his expense.
