underhanded broker?
Once a buyer has made an offer and is accepted my the owner and the signed contract has been submitted to the broker of the owner (no money has changed hands) can the broker/owner accept and other offer?

It depends if there were any conditions in the purchase and sale agreement that needed to occur for it to be a binding agreement.

If the contract provided for a deposit, it was to have been given to be a valid offer.
