can one unit owner in a condo complex put a lien on all 63 other units charging them $18,000.00 for removing tree's he planted with out board approval and take then=m to court ?

The first part of your question is "no." That unit owner can take the others to court, but he will lose. s/he could also be sanctioned for filing a frivolous lawsuit.
