Water not included in the lease

Hi,

My landlord ask me to pay the water, she blames me that I wasted the water and she asks me to pay it. As per my lease agreement I had to pay everything except the water (the water is not mentioned in the lease and she paid the water for the whole building ownered by her). She said that my neighbour will testify against me that I wasted water. Can she ask me to pay the water in case there is nothing mentioned about that in the lease?

Unless you intentionally committed excessive waste of water I doubt you would be held responsible by a court. Read your lease agreement.
