Can I withhold payments to my HOA?

My homeowners association has failed, for the past 2 years, to replace the sod in front of my house. Can I legally withhold association dues? I want to set up a special, temporary bank account to put the money in so that they can see I am willing to pay it, but only when they have fulfilled their obligation. Am I legally allowed to do this?

Not without a court order to do so.
